The Community and Constituent Services (CCS) Department's mission is to assist constituents who may need help in connecting to county departments and services. The personnel collaborate and confer with County staff, elected officials, and external agencies to help address constituent matters. CCS staff conducts constituent casework to provide specific and detailed answers to questions in relation to county government operations.

In situations where the issue is not in the County’s jurisdiction, the CCS staff will research and refer constituents to appropriate external agencies for help. Constituent services activities can help make government more accessible and responsive to the public.

As part of its mission, the CCS staff also conducts and participates in community outreach programs to educate constituents about Doña Ana County programs, initiatives, services and resources. Attending meetings throughout the county, staff responds to concerns from the public, external agencies, and discusses mutual interests of concern. The CCS staff create initiatives to help better connect the county government to the constituents, educate on funding avenues, engage in animal welfare, and encourage children to read. 

The CCS Manager also receives complaints in the capacity of the County's Title VI Coordinator.  In adherence to Title VI of the Civil Rights Act of 1964, a federal law, Doña Ana County assures that no person shall on the grounds of race, color, national origin, gender, age, or disability be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any County program, activity, or service.
